License Canvassing

The License Canvassing Unit is comprised of Animal License Canvassers and an Animal Control Officer. The unit works directly with the community, going door-to-door to ensure all adult dogs in the City of Los Angeles have current licenses and rabies vaccinations, and bringing pet owners into compliance. The unit also educates citizens about spaying/neutering their animals and provides free or low cost spay/neuter vouchers. For more information, please contact Officer Tranzow at 323-737-5132.
Spay and Neuter Task Force (or P.O.P.-Pet Overpopulation Program)
The Spay and Neuter Task Force (or P.O.P.) is comprised of Animal Control Officers charged with enforcing the Pet Overpopulation Ordinance—the Department of Animal Service’s mandate to reduce pet overpopulation by encouraging residents to spay/neuter their pets.
LAMC 53.15.2 (c) states “no person shall cause or allow any dog or cat owned, harbored or kept within the City of Los Angeles to breed without first obtaining a breeding permit. The term breeding permit means a written authorization, issued annually by the General Manager, giving its lawful holder permission to breed a dog or a cat.” Breeder’s permits are $100.00 per animal and are renewable annually.
